I think this is also why we saw no horse back enemies in the game. That is control being granted back to your character. Now, admittedly, this is because I play first person most of the time. I just cant aim properly when Im in 3rd person and end up wiffing all over the place. I love the mounted combat, but I cant finesse it and find myself dismounting to fight anyway.
